Take that URL and put it into SR search and post the SR profile block please.

That is what I was looking for...sadly I can't link this account to the accused.
I need the original agreement where the user your accusing clearly stated he could rig a win on that particular site.

You said he could rigg the outcome - no where does it show that in the screenshots. Without those I'm archiving the report.
You can report both accounts to Valve instead
In order to do that, you have to:
1. Visit the accuseds profile
2. Click MORE drop-down located at the top right of the page
3. Choose REPORT VIOLATION
4. Select the violation, then describe it and provide the evidence
5. Click SUBMIT REPORT
