Person is a very known phisher who also impersonated Valve Personel, this will get added to his report most likely

/me. Lack of knowledge on this is why people still get away with this. It needs either removing or hinting that it's actually possible to do, it's only used by ERPers, or in this case scammers.
Marking- thanks for the report. And the /me command in Steam chat is default for the Steam client. Anyone can do it to type in blue. It is meant for emoting like: /me gives you a hug would appear as HelenAngel gives you a hug in blue in the Steam chat window.
