Description: Wanted to buy Borderlands 2 Seasons Pass, guy advertised his as "working in all countries", bought it, only redeemable with the RU version

Please paste screenshots of the chat if you have some. What is more - I think you should contact Steam Support.

I don't have any screenshots of the chat, we barely talked to each other.
The little "conversation" we had on outpost is hidden by him.
Do you think Steam Support can do something?

Also why don't you just trade it back? I even offered you to keep a key for the inconvenience.
No instead you just deleted me, ignore my friend request in steam, block me on tf2outpost and hide your post on tf2 outpost.

Thing is it's not working in here in Germany where I live and it's not working in Spain either where my friend lives, I don't see this "working in all countries".
Even if it's working for you (granted you have the RU version of the main game) how can you advertise it for "working in all countries" if it's clearly not.
I did watch the ! and all I got is a friend who was happy to get the Season Pass gifted but now sits there with nothing.

Steam support policy of not reversing trades because "it is your responsibility to review the items that you are trading" is BS. You can't see what you're trading in this case. Items must say if they're region-locked or restricted to a specific version of the game.

Looks like the guy even chargebacked and the game got revoked...

Just FYI Steam Support was kind enough to send the gift (after that cute little 12 y/o Banzai revoked it) to my friend.
