Other than reporting to us (to clear your name), you should report the profile to Valve. Unfortunately there isn't anything else we can do about it. Impersonation is just as much a thing in Steam as it is other social media platforms like Facebook.

Glancing over your profile comments, and reviewing your profile for things scammers usually use for credibility, it looks like he's more interested in watching you get upset than he is in using your name for scamming. So I'd respectfully suggest ignoring him and not letting it get under your skin, and waiting for him to get bored. It's unfortunately, but just like in life there are mean people like that on the internet. If he isn't demonstrably using your name for fraud, then I'm afraid your report falls outside our investigative policy anyway. If you still feel compelled to report him, follow these instructions:
    1. Visit the accuseds profile
    2. Click MORE drop-down located at the top right of the page
    3. Choose REPORT VIOLATION
    4. Select the violation, then describe it and provide the evidence
    5. Click SUBMIT REPORT
