If that does not work you can always write to paypal and explain the situation to them and also tell them to cancel the transaction. Also, why didn't you check the guy here on SteamRep before trading?
You paid with a Visa. Paypal won't do anything for you but if you call Visa and tell them it was an unauthorized charge then they will reverse it and Paypal will be forced to.
He has already been marked for impersonation. HOWEVER, CD-key trading is not covered under SR investigative policy. This report is therefore invalid.
