Hi guys, I was recently scammed by one of this guys alternate accounts and was wondering how Valve lets people get away with it for so long.

This was his alt account that scammed me, however it seems like this guy has a ton of accounts for fake rep creation and later transitioning to scam accounts:

    All these +reps are fake:

Here's how I found undeniable evidence for being an alt:

However, I want to note that this guy knows the market and seems to be very experienced with scamming people. I'm wondering why Valve doesn't take action when his scams are so blatant and he leaves his inventory public/keeps high value items on it.

There are multiple reasons scammers get away with things for so long.

First being if the scam that happened fits Valve/Steam's definition of a scam. There are many things that are very shady dealings that don't technically fit their definition of a scam.

Second being that there are MANY MANY reports of scamming on a regular basis. To give you an idea what goes on here at this site is only a small fraction compared to the reports that Valve/Steam gets daily. Going through and reviewing each report and acting on them appropriately is not something that is able to always be kept up with 100%. Anyone who has ever filed a simple ticket with Valve/Steam can tell you that it can take weeks sometimes to get a response.

Third being that what looks outwardly obvious is not always the case. Data collected from trading sites are usually just that data collected from that individual site and does not supply a complete history on items, accounts, profiles, etc.
Because of this any assumptions that you make from publicly available data are more often than not going to be just that. Assumptions. Its at no fault of your own its just that you have an incomplete view of all data available because a lot of data is sensitive and hidden behind administration walls as in any site you may visit.

These are not the only reasons why, there are infinitely more, and not all the reasons I listed may be applicable but I hope they shine some insight and let you view things from another perspective.
