Description:
I made a tf2outpost offer, selling my unusual vintage Tyrolean for 4buds or offers (http://www.tf2outpost.com/trade/5011759).
This person added me and told me "i was wondering if i could buy your unusual with irl money ?".
I considered this offer (125 U.S. dollars) and accepted.
I gave him the unusual hat and he stated, that "it might take time though im in africa
" and, that "last time it took 2 hours so you will have to be patient".
I chatted with him back and forth until he started showing some obvious scammer traits.
He took long to respond (he rewrote everything several times),
didn't comply with me (didn't provide me with the info I needed)
and started making up false excuses and lies.
Paypal has the option to cancel the payment, but he states, that "Sorry i included this note "I understand this payment is not refundable. No physical shippment is needed, transaction is done virtualy and instantly" charge can't be done".

I hope we bring this scammer to justice.

Why so many views, but no action :'(

I tried to get through to him with emotions, but he's like a robot;
He doesn't care at all about anything, except himself;
I tried tricking him into thinking, that I closed the thread, but he only believes in steam library proof (which is downright insane);

Well first off the Trading Policy of Steam will mention that they do not suggest trades involving a certain currency for virtual items, but do not prevent people to do this on their own risk. Paypals payments are instantly and wouldnt take less then a few minutes to do, the region or country from where they are sending should have little to no effect on the payment delivery. You can allways try sending a ticket to Support explaining how he scammed you out of the Unusual with a slight chance of them restoring your hat.

Status update:

Still no money received from him (http://i.imgur.com/y3na6.png);
I messaged him about that, he told me, that it went all well for him and he stated, that "its probably ur fault". I asked him for some proof of his payment and he didn't have anything to present. After a few messages about proof, he blocked/removed me;
I made an appeal to Steam support, stating, that "I would really like to get my hat back. but the main reason I'm appealing to you, is because I want person to receive punishment for his rude (and selfish) actions."

He added me again, wanting to pay me back. He said, that he will get unbanned from trading on the 6th of December, so don't mark him a scammer until then.
