I have reason to believe that this scammer is a hacker who stole items of the victim.
I was talking to cupcake when he brought up that he had been hacked recently and I had also found another of the same hat that he had, the same lvl, and the same paint on outpost. http://www.tf2outpost.com/user/254339.

When he also had another of one of his hats, and the same tags on them too, which means 1 answer. The hats were duped by steam support.

The items in both backpacks are extremely similar are most were traded over from cupcake to the scammer.
Which is why I believe that the scammer was the one that hacked cupcake and is now selling his items for profit, cupcake had recieved copies of the stolen items from steam support.

The TF2 OP history on the hats, in case the guy's backpack changes and the hat's disappear.

also the stated scammer recieved many of his items from http://www.skial.com/threads/hackers-屌丝拿破轮™-and-f1shy.33079/. Which is a marked scammer.
