I lost hope....

You must force a dispute in PayPal.
You were promised a product, paid, it wasn't delivered. Doesn't matter it's digital goods or physical.
The theft might have hapepend on the internet, but it's a theft and there was money involved, and it's still real life.
If you had paid by credit card you could also start a chargeback. Since you used another payment method I think you can try to work it out with your financial institution.

No offense, but I think you were a bit naïve. You should use a middleman. Too many scammers out there, specially with TF2.
My personal opinion is that it's simply not worthy to spend money on this type of thing when you can get scammed so easily.

Anyway in terms of your current issue, you must dispute with Paypal since Valve does not condone trading for money.
