    Brokering is when somebody sells your items for you. Usually would be a friend selling it for a friend but if you wanted somebody else to then you would need to find somebody reputable and who has prior experience with brokering.

    It's selling on behalf of someone else.

    Example, your friend doesn't trade or isn't interested in trading but unboxed an unusual. You sell it on his behalf either for a cut of the profit or out of the goodness of your heart.

    The practice of brokering is completely fine as long as the hat is not scammed and the person you are brokering for is not a scammer. If you are brokering for a scammer, you will get a scammer tag yourself.
