I was looking to buy Tf2 keys with Paypal,and I saw this trade http://www.tf2outpost.com/trade/11051482
The scammers said he's selling key for 1.3USD.So I have sent the money,after that he says he didn't see it and say that i'm a scammer then removes me.

He has refunded me
But I'm still not sure what's he up to now.

Since he refunded you, it's not a scam. It sounds like he didn't see the payment on his end and got scared, then saw the payment later and realized his mistake so he refunded you. Thank you for the report.
