Here's the story: We were going to exchange codes for games (I was going to give him the retail keycode from APB:Reloaded and he was going to give me a (RU) Rocksmith Preorder key). We had to buy both keys from 2 different game key stores. So just to make sure we were both keeping our end of the bargain, I asked him for an invoice of the purchase and I sent him my invoice.

    My invoice

    His invoice

It took a day for my key to arrive. And then we had this conversation:

    Conversation

After that he blocked me and changed his profile name from [M]0N5T3R C4T to C00K13 [M]0N5T4R. And that's the end of this lovely story. I knew it was risky to exchange game codes, but that's no excuse for scamming. I want to make sure this is his, hopefully, first and last time.

You're going to need to provide further evidence. Firstly you have no evidence that you two agreed upon the terms of an exchange, please show a sample of conversation where both of you agree to trade keys as the conversation you presented above (http://imgur.com/JFCQs) merely shows you giving him a key out of your own will, and 'gladly' at that as clearly evident from what you've presented here in front of us. Furthermore as far as this report goes, from what can be seen; you've given someone a key, perhaps a friend or someone you've met, now you're mad and/or no longer friends, created two invoices (or at least "his invoice" as there is no mention what so ever that he was going to trade that game with you) of which have clearly been tampered with and reporting him/her with minimal to naught evidence. Sorry but unless you can actually provide some solid evidence such as a conversation between the two of you actually agreeing upon exchanging keys with proof that he/she whom you are accusing of scamming did in fact agree upon exchanging keys then you do not have a case.

The problem is I don't have the previous conversation. And the conversation I do have was cut-off. I said "glad it worked!" because at that point all was fine. I was about to ask him for my key afterwards.
I know it's all circumstantial evidence, but it's a LOT of it. Why would he send me his invoice if we weren't going to trade keys? Why did he change his name afterwards and set his profile to private right afterwards? Why did he block me at the exact same moment he confirmed the key worked?

I don't really gain anything by doing this, and I don't have any further proof. But he could do it again if you don't mark him as a scammer.
    It's your call.

Primarily changing an account name and security option is not something of which needs to be at a specific standard to not be considered scamming; he/she can change name and page security option to whatever he/she wants, this does not suggest they are scammers, to add to this i have just looked at his/her profile and his/her name is the same as in the conversation and the security could have been at private (or whatever security option he/she has selected now) throughout the entirety as there is no evidence to suggest otherwise. Unfortunately since you're not able to provide visual evidence it does not help your case, especially since nothing of which you've presented to us even remotely suggests a scam took place as everything is a one sided argument. In regards to the invoice, once again there is no proof provided that he/she gave you that invoice - you don't have proof of him sending it to you, you don't have proof that he intended or did at a previous stage and therefore that invoice did not come from the guy/girl whom you are accusing of scamming since you can NOT provide evidence to suggest so (this is not opinionated, it's fact, you showed no evidence showing it's his/her invoice), hence why whenever trading you should ALWAYS screenshot your chats. This is how the case looks; You gave a guy a key for FREE and were 'glad' to have done so, at no point did he send you an invoice nor say he was giving you a key in exchange.

"But he could do it again if you don't mark him as a scammer."
There is no evidence to suggest that he/she is a scammer and therefore from every other perspective other than yours, steamrep would be marking a random guy/girl for "scamming" despite no evidence being shown to even suggest he is a scammer. Steamrep do not mark random people, especially when there is no evidence what so ever.
