You're going to need to provide screenshots of your chat including him agreeing to your price. You might also need a screenshot of your PayPal account (with sensitive information blanked out) proving you never received the money. Finally, you're also going to need a screenshot of your inventory history (click inventory, then in the upper right corner, click View Inventory History) to prove that he received your hat.
sadly, because steam does not save chat logs, i do not have a screenshot of the chat, however i clearly traded my unusual and have no money on my paypal.
And, unfortunately, that's the most important part. Hopefully the SR admin who takes your case can do more for you.
