He said he was going to send me 75 $ for my unusual and my bills hat, but after I traded the items to him, he never sent any money through paypal and blocked communications with me. I believe he encountered me through tf2 outpost by just adding me.

Okay here is the history, the trade was at april 8th, the history extends to april 9th.

Do you have any more of the chat, or anything showing he agreed to send you the money through paypal? Nothing in your screenshot verifies this.

This was agreed to be through PayPal in my previous chat with him. That chat was just me saying hey and him saying he wanted to send 75$ through PayPal for my items. My steam crashed after this. So I lost some of the chat. But regardless he did not send anything when he should have. And he does say "sending now sir" and many other statements that inference he was going to. I'm really sorry about not having that confirmation, but this really was a scam, and I am not happy about it

UPDATE: The scammer has changed their account and has a new ID of 76561198075189464.
To gain proof you can visit his outpost trades. After that you will find a trade of my bills and my unusual. Check the item history and you will see directly under his name is seberoni, my steam name. I just wanted to let everyone know.
