This person stated that if I could find a Cloudy Moon Outdoorsman on backpack.tf / tf2outpost, he'd give me the hat for free. So I did find one on Tf2outpost for 7 Buds, and on backpack.tf for 6.3 Buds. He never gave me the hat. He went back on our agreement and did not give me the hat after I have showed him that there were people selling it for less than 8 Buds. Please see the attachments.

I don't see here any reason that would warrant a tag out of this. Honestly I don't think that he would give you an unusual for free out of a quick search on outpost as you replied within a minute.
