    I've waited for this report longer than I should but only now I found enough time. I can't access chat log anymore as the person already removed me from friends so I realize that probably more proof would be needed to actually take action.
    Thing is, this person adds random people in 4chan steam threads (at least that's where I encountered him), acts all friendly and says that he'll get them steam games later in a few days, for free. When you already feel pre-obligated to him, he then asks whether you can do a "small favor" for him. The favor lies in sending him all TF2 stuff you can spare for him. Naturally you can't just say "no" now because you are in faith that he is your benefactor and you send him your stuff. After you send him the tf2 items, he then removes you from friends and blocks all communication. I didn't send him much valuable stuff (only a ref) but after calling him out, couple of 4chan users reported that exactly the same thing happened to them, only few of them sent him actually valuable stuff such as hats.

    He now changed his ID but when the scam took place he - as I found out later - impersonated user with custom URL (and profile name): Hippowdon.
    The scammer used URL: Hippowdon1, profile name: Hippowdon and he even copied the profile picture of a legit Hippowdon.

    Now, I can only provide screencap of the things I sent to him but I realize that that won't probably cover the proof needed to take any action. Which is why I can't be mad if he walks away free, this is really just a heads-up, this user has questionable ways of obtaining tradable TF2 items and he already impersonated another user, so I would keep up on my toes around him.
