He agrees to buy my peace chieftain for $50, and after I tell him my instructions, he 'pretends' to go afk.
Has a private profile, and is actually not afk.

Check timestamps of second screenie. This person does not have the autobump feature. He simply bailed out knowing I had too much rep and asked for the 'no chargeback' note.

I gave you a sufficient time to respond. Yet you go and set up a new trade on tf2op for a $45 dollar hat. Your excuse is illegitimate.

Incredibly sketchy indeed, though I don't think you actually have enough to mark him. The least that would happen would be a caution tag to this guy. And anyone smart enough knows not to trade with a private profile.

Since "dodgy behavior" is not 100% grounds for a scammer tag, I'd still like to point out some things about this guy.

1. Private profile
2. VAC banned

4. No rep, doing cash trades.
5. His first login to TF2OP being on May 27th, I suspect this being an alt, although OP doesn't reveal any to be.

Scam didn't go through because I was careful with the instructions. His response here 'I don't know what to do' is an outright lie since he made a new trade while pretending to not see my messages. Also no one offers money they dont have.

Caution tag is fair. But people like this need to be stopped in their tracks before it is too late.

Unfortunately, there is nothing here that is determinative of any violation of SteamRep policy. While the behavior may appear to be sketchy, the bottom line is the evidence provided shows he backed out of a deal and nothing more.

Yes, the warning signs are there of a scammer: private profile, VAC banned, frequent name changes (albeit, most of them with the name "Fry"), no rep and doing cash trades. But I have found evidence that suggests the account has been around since at least 2010, however not playing TF2 since 2010. As a result, at this time, I am not going to issue a scammer or caution tag. However, I need actual proof of wrongdoing before action can be taken.
