Sorry but Steamrep doesn't cover shark reports, though you can try and report him to a community such as MannCo Trading that does.
Unless you have some chats screenshots where there is clear intent to deceive, any report to anyone would be futile in terms of sharking. The new effects are too "new" and there is virtually no confirmed sales data on any of them, so pricing is entirely up in the air.
