Despicable, but not scamming. In this instance, you were sharked. Scamming would mean you got nothing in return. Do not get me wrong, I hate people who take advantage of people's ignorance as well. Unfortunately, SteamRep simply does not have the manpower to handle shark reports. Instead you should head over to Mann Co. Trading ( http://manncotrading.com/index.php/board,21.0.html (You need to be logged in to see this page) ) or AceFortress ( http://forums.acefortress.com/forums/sharking-reports.54/ ); they handle shark reports.
Thank you for the reply. This wasn't a trade that I made, I am just reporting it. I didn't expect much to happen here. I just want to create a public record of this guy and his illicit behaviour
