In short, just a bait and switcher. He will make a reasonable offer and then back out, hoping to scam you into making a bad trade.

Well sharking is not forbidden, and also there's no attempt of scamm in this situation. Sry mate, but this cant be marked as scamm :/

this seems more like a fake way of making trades, offering goods you don't own/want to trade.
Maybe you should contact one of the admins of dota2lounge and report it over there, because i don't think SteamRep can do allot about it.
