Ok I have made a decision.

Since your offenses were not listed on your profile I will endeavour to lay them out here simply.

1. Alt of Reported Impersonator
2. Fake Rep (Secondary Minor Issue)

To address the alt of reported impersonator (http://forums.steamrep.com/threads/76561198051318079-vicious-impersonator.776/) I needed to establish the baseline IP which you used. You identified you access TF2 via your home computer. The IP links we have directly link you with the known impersonator and the behaviour of the login info I have is consistent with the activity of an alt account (all this from your domestic IP). When I did ask you whether or not you have an association or could have an IP association, you just found it strange and you had traded at one point in time.

Now you also share the IP with Beirelul which you said was a completely different person (your "friend"). We did establish that you two were indeed, two different people, the minor issue of Fake Rep had derived from a steam profile page so I didn't put too much bearing on it. However though you are two different people you both had access to the Beirelul account. In this case, I am treating the Beirelul account as your alt as you utilised it, justifying its scammer alt tag. Though your friend may have used the Beirelul account at one point, he doesn't show any baseline IP link like you do. Following the hard IP links which you share with the impersonator, where you could only explain it to be strange, the tag is justified. The impersonation account shares your domestic IP address.

His "main" account was also involved to some degree with the impersonator report which involved your alt. He had already been flagged with an SR Internal Caution. Both of you had denied knowing the impersonator account on a personal level THOUGH, he shares the same home IP address as you. He has been on both of your friends list and also Beirelul's since February. Additional mere circumstantial evidence is not enough to pin a scammer tag on your friend but I believe an SR CAUTION more than warrants his involvement in this case. Though he has access to the Beirelul account, the systemic causal connection points to you, not him. I simply do not have enough evidence to warrant a scammer tag for his account, but I do believe both of you have a level of involvement in relation to this impersonation account. I will make sure we monitor the activities of your accounts in the near future.
