He then proceeded to steal the victims unusuals and change the account password. Fortunately he did not change the email associated with the account.
Victim here. I can confirm that the man responsible is indeed Wockee. I've even gone ahead and spoken to the thief in question by adding him through Steam. He's quite remorseless about his dealings and even claims he's done it to more people aside from me. His account's clearly a throwaway for him to get away with repeated account hijackings. Valve may need to deal with him personally.

Hey, I'm friends with the 2 guys russel mentioned as well. Me and Russel have been following this guy all day, And I am having doubts of this being an impersonation. Because if you go into his Sourceop and Click on the link to his steam profile in the Description of the Rep Thread, It goes into the same account as the scammer. Quite weird.
Damn it. In the first screenshot, I can clearly see two of my own unusuals, the Glengarry and my "Mysterious Stranger" Smoking Noir. I'm worried since this clearly means this a✿✿✿✿✿✿ has begun to trade off my stuff. Can Valve/Steam Support rescind everything by the time they respond to this?
I've marked the guy as having hijacked that account because if this guy was previously trusted on SOP, it is very possible that the hijacker just took this account over. I'm also leaving this thread open for further evidence. Other victims should come forward with any more evidence they may have, etc. Do we have any idea how these accounts were compromised? Did anyone go to a site they didn't recognize or something? As for Valve being able to reverse the trades, it all depends on how far they've gone.

I have a new update! Thanks to TF2items and the trade histories of my unusuals, I located the current owners of some of them and spoke to them personally. This is what they had to say: It seems that this guy gave away a chunk of my unusuals to a bunch of people in a trade server not long after stealing them from my account. Right now, I'm contemplating how I should approach this. I asked these two guys if they could just hang onto the unusuals until further notice, which they both agreed to do. I plan to contact three other people who I can confirm have other unusuals of mine so I can clear up any bad air over this situation. Hopefully none of them ended up trading anything to this guy to get them in the first place.

Updating. My Planets Tricorne just appeared in TF2items. http://www.tf2items.com/profiles/76561198066058795/ It's clear Wockee is still at it. He was online approximately 5 hours ago from my post. Odds are he's still trying to offload all his stolen items. I really hope people notice his new SteamRep tag before doing anything with him.
