The Victims account is still considered hacked as of now, but a Steam Customer Service Ticket has been sent in and hopefully the issue will be resolved as soon as possible. The Victim was hacked by a URL created virus, which the Hacker was able to use to login to the Victims account. I fear that this was not his only hack, according to many people, he has hacked many others as well, He even has a group in steam for his hackers called [HoT] which recently was closed by steam admins.
