He declares "to add people manually to trade". Probably it's my fault but he's a scammer anyway.

The user was selling CD game codes if I understand it right.
However, it cannot be considered as a scam at all, unless you have any other evidence confirming it.
Scam would be if you would pay him the items and didn't receive the code or the wrong one. It's highly recommended to not trade for CD game codes.
