This guy seems to be another alt of the guy who tried to scam me ( http://forums.steamrep.com/threads/76561198072500676-tickleelmo.12173/ ). He at one point had the same name and profile picture

I'm afraid to say I think this is an attempt at cross-impersonation. Possibly one scammer trying to impersonate another for reasons unknown. Who knows, but don't jump to conclusions. Regardless of whether or not they are the same doesn't change the fact that they're both scammers.
