The Chat which had gotten him banned (http://i.imgur.com/QqQNN.png) from this report (http://forums.steamrep.com/threads/76561198041506375-dr-medic-lord-of-tobor.9318/) , is due to him clicking on a link sent from someone else, and having his account taken via the phishing link. A link such as the one on the chat was sent to everyone on his friendslist, and steam support recovered his account about a week after that. The Account is totally clean now, and I request that this ban is no longer necessary.
He has One Alternate Account (http://steamrep.com/profiles/76561198069459569) which has only been used during the time between his account being hacked and steam support fixing the problem.

Sorry, but he will have to appeal himself and I am marking this Invalid.
