Sorry but this seems like a sharking report. Steamrep doesn't cover sharking reports, though you can try and report him to a community such as MTC that does. EDIT: Didn't see that last screenshot. You might be able to report him here for faking his current offer, but I'm not sure.
Doesn't sound like a scam to me. You weren't hurt I guess. The price is maybe showing in his inventory on backpack.tf

It looks like he may have been faking his current offer to get you to pay more. However, without any other evidence it's difficult to apply a tag. We will, however, keep an eye on this guy as he may be employing deceptive trading practices. Thank you for the report.
