    Hello There! I don't believe this would be considered scamming yet, if he wants +Reps its ok, but if he later uses the +Reps to scam people that would then have to be reported...

    Steam wall "reps" aren't considered legit ways of reputation by any serious trader anywhere, and thus it cannot be considered fake rep.
