I would have a chat log but I accidently closed the chat after I copy/pasted it here.
Notice his rep is strangely high on his profile, but he acts very suspicious?
Notice he doesn't even want to go first considering his rep as well. He has no problem lowering the price when I ask and really seems like he's just eager to get free items in my opinion. Before he even met up with me in Runescape he was clicking the boxes in steam chat to accept trade and all I had to do was 1 mouse click and 4 or so buds were his. Just lookout for this moron fellas. He's also in this thread as he's been reported before.

A) Profile Rep is completely useless. You can easily delete any negative comment.
B) I don't think much can be done if you don't have the screenshot of the conversation.

Whether the accused gets mark is entirely out of my jurisdiction. However, I wouldn't get your hopes up. Screencaps of the conversation are important.

Even with screenshots, the above convo doesn't constitute a attempt of scamming imo. So I'm going to archive this report.
