    So I was searching around tf2outpost and found this guy offering a shortstop for a huntsman, I accepted his trade and since I was in haste I accepted it, but apparently instead of a clean shortstop, he gave me a dirty shortstop. So the trade was that I lose a clean huntsman and gain a dirty shortstop.

    Unless there are screenshots of the person claiming it to be a clean item, then it is not a scam since the accused was not misrepresenting their trade. I would advise to check the items being traded and never assume that what you are looking at is what you expect.
