I live in AUS and sent him paypal money to buy me Max Payne 3, days after i received the game steam revoked it claiming that it wasn't payed for or something along those lines. for weeks i have been trying to contact him to no success, he was normally a good trader so i don't know what happened.

Do you have any screenshots of the trade agreement, trade history, and Paypal history, as well as the message showing the game was revoked?

Hey, i cant show an agreement because im not sure if steam has any chat logs or anything......

Without a trade agreement, there isn't much that can be done.
