PRENOTE: What this isn't is a trade scam. However, I don't know where else I want to report this, as this is something that needs to be watched out for.

This isn't a scam, but a hacking attempt. The site, after a few seconds, leads you to a malware website that has a fake Java webpage download. I was able to notice what was wrong before it was too late. I am honestly horrified over this experience.

I'm not sure what to say other than that.

He hijacked me, using the same website mentioned in the post above. I've sent tickets to steam support. He stole a Scorching El Jefe, Strange Scattergun, and other things of value. http://www.tf2items.com/item/768356550 He gave me back my account for some reason, but he doesn't have the hat anymore. He either sold or moved the hat to another person, http://steamcommunity.com/id/famla13/ or his alt which may also be the same profile. The current owner is trying to sell the hat on tf2outpost.

This is my item history. http://puu.sh/Y66s it shows that he first went onto my account and traded it to this account, thorn_ . Then he traded the hat to http://steamcommunity.com/profiles/76561198053049540 , traded it back to me, to make it seem like I was still the owner of the hat, and sold it to http://steamcommunity.com/id/famla13/ for 11 buds. He then transferred the buds back from my account to his alt, http://steamcommunity.com/profiles/76561198053049540 and sold the buds for profit or something.

Phishing is considered a scam because it is an attempt to hijack an account. Marking him for phishing- thanks for the report. :)
