Was offering Earbuds for paypal transactions at $35 a piece. He did not have an established SourceOP thread, but neither did I. After researching his ID on SteamRep and going off comments on his profile wall, I decided to trust him. I sent the paypal payment as a gift with the standard, "Will not chargeback" statement. I got the email showing that the payment was sent and completed, verified with my bank account, but he was stating that he hadn't received payment. After showing him the images of both paypal and the email confirming payment, he went offline.

Even though you said you won't chargeback, it's still possible for you to chargeback (that's how some people get scammed even though the other person pays first). I'm not entirely sure about the process of charging back, but if he doesn't pull through with the buds, I think you should look into charging back your monies.

Paypal contacted and dispute filed.

Customer service agent even confirmed that the other guy not only received the money, but it was in fact, shown posted in his account; to which he still denied.

Paypal service has set up a dispute, which if he does not make a claim against by Sept 9, will refund my money. (Btw, he's claiming he somehow didn't receive the dispute either.)
