So not so long ago i requested to mark this guy as scammer, because I was not able to contact guy.
Day later after he was marked, I received email from him explaining what has happened with chargebacks.

I have recently been notified that my bank account has reversed the payments of items I have purchased from you. I don't know why my bank did it, but I'm positive that I did not try and scam you. I am trying to switch banks and have a new paypal so I can get all of this sorted out. I am terribly sorry about all of this and I did not want it to come to this. I want to work something out where I could either make payments, or give you payments and an unusual or something, I have no fix at the moment, but with school being upon me it is incredibly hard to try and sort all of this out. I am sorry about this and I would like to work something out about it.

Fact is that everything was solved and he seems like a good guy. It would be nice if he could get unmarked, thanks.

You probably already know this, but I think you may need to get the actual person on to appeal.

For Scammer Appeals, what are the rules?

The rules are as follows:

You must have a public profile and public backpack. If it isn't public, don't even bother.

Only appeals are done with the account that has been marked. No 3rd-party appeals (exceptions may be translators, or if you were somehow directly involved such as being middleman).

Only ONE (1) appeal per scammer. If you feel your appeal has been handled unfairly, you may bring it up to another admin.

If you have any evidence to the tagged offense, be ready to provide it once requested.

Most statuses are dependent on the community they are originating from. If you have a scammer status from UTC, TF2TP, RAWR, and so on, you will first have to appeal your original ban there.

If you have SR or SOP scammer tag, you must login with your SteamID and appeal at:
http://forums.steamrep.com/forums/appeal/

If you do not make yourself reasonably available during an appeal process, the appeal will be closed and evaluated or denied. You will be told the result in the appeal post and removed from friends list.

Be courteous and respectful, as you should expect the same from us. If you insult and berate us, we will simply ignore you and block you. Admin abuse is grounds for terminating interaction with you, and the appeals admin will be forced to rule on the case taking into account your behavior.

I'm afraid that person have to appeal on its own. In any case, wait for an admin or a moderator.

I've handled this as I was also the one who handled the report. It turns out that there was indeed a problem with the banks and therefore no scam occurred. I have reversed the tag as a result.
