when i was in trade server i got trade invite​

then we talk he said his set with got offer 7.5 bud​

wow that 1 black bill worth 1 bud ​

to proof this is scammer and avoid anyone to trade with him ​

From the evidence shown, this does not appear to be a scam. The guy was giving you an unsolicited trade, sure, and clearly didn't know the prices of what he was offering or overvaluing what he was offering. I wouldn't even necessarily classify this as a shark because from the trade chat, it just looks like he overvalues his items- which is actually fairly common amongst newer traders.

A scam is when someone is basically trying to steal your items. I don't see him trying to steal your items here. However, thank you for the report.
