Not sure if this will fly, but at least I want to give it a try. I traded with the guy yesterday (his 4 TF2 keys for my Dead Island GOTY) and I don't know how, but after he seemed to add 4 TF2 keys to the trade window and before I accepted one of them seemed to disappear but the trade window did not register as there was no "Item was removed" entry. I accepted anyway as I have seen bugged trade windows before and never had any problem.
After the confirmation the trade told me I acquired 3 keys and I immediately checked the guy's TF2 inventory and he had a key still there.

I messaged him for hours without response and even the next day politely asked him to answer me and then he removed me. Then I got pissed and wrote on his profile that he is a scammer and then he added me back and talked about how he only had 4 keys and he traded with me all and then just gave some BS explanation why he removed me without even replying.
Now he removed and blocked me again, but I have the conversation screenshot.
I'm not sure how he did it, but I'd call this deceptive trading and it's obvious that he never had any intention to trade the last key with me. If this does not qualify as a scam that is fine, I just wanted to give a fair warning and possibly tag him for future trades.

He also has a very new account, few games and few friends, so that is also a bit suspicious.
