SteamRep currently doesn't handle sharking reports nor mark for sharking so this is a wrong place where to report it. However there are another communities which do handle sharking reports. If you would like to resubmit your report you can do so on Harpoon Gaming forums: http://harpoongaming.com/forums/shark/
Also firstly I wasn't sure if he just isn't some newbie not knowing the prices but seeing his friends and outpost trades I don't think that anymore.

As Melkor says, this is a shark report wich we currently do not handle.

Please remake your report on the Mann Co Trading forums, thank you for reporting nonetheless.
