Hi there. You currently have no proof to show an actual scam took place. Although I am not a Steamrep staff member and cannot make jugdement calls, I can say that it's highly unlikely for your friend to get marked for begging, sending you trade requests or annoying you.
As others have said, this isn't a scam- this is just a friend who is a mooch. Since you are friends with him IRL, there's a few options to get him to quit. The easiest and most sure-fire way to get him to stop is to get a group of friends together to hang out, then bring it up and your other friends will back you up that the moocher should stop. Example conversation: "Okay guys, seriously, Joe here keep bugging me on Steam to give him items. Like I already gave him some but he just won't quit. Seriously, Joe, what's the deal?" Friend 1: "Yeah Joe, that is not cool. Go mow some yards or something and get your own stuff." Friend 2: "Why u so beggy, Joe? LOL" As long as you keep it light, it should discourage him permanently without causing any damage to your friendship or embarrassing him in front of the rest of your friends. Keep things in a friendly, jovial tone and talk with your other friends in advance so they know to also keep it friendly while backing you up on it.
