Description: I met this guy on a ppm trading server. He said he wanted to buy my unusuals. So when we got in the trade, he offered 1 key for a Bubbling Nanobalaclava and said it was fair. He continued to say it was fair and I should take the deal.

Hello, from the sounds of it, this seems like a sharking report. Steamrep doesn't cover shark reports, though you can try and report him to a community such as MannCo Trading that does.

I consider scamming telling someone the wrong price. Sharking would be looking for someone who doesn't know the price, but not telling them the wrong price.
