I think the evidence you are missing for this is 2 things

1. A screenshot of the chat from before what you have posted (you agreeing the trade, how much for how many keys and to what email you would be sending the payment)
2. A screenshot of your actual paypal transaction detail (making sure you paint over the transaction number and any sensitive information) that would also show the email address that was agreed in your chat with him.

I seen a recent report of him quick selling keys for $1.50 here
