If the value of the item that was scammed dropped significantly over time, its the value of what it was back then that needs to be replaced. Not the current value.

This guy has paid me and he is very sorry.

We do agree to unban once SteamRep remove your tag , but once your tag is down - you will be banned for 10 days ( after SR tag is down ).
