Can this be considered as scamming?

So here we have this fellow selling his honcho for a full botkiller set:
    http://www.tf2outpost.com/trade/13897639

Now when people were collecting, he accepted another trade:

And now this fellow has used his time and fortune to collect all these botkillers:

Now he is stuck with a bunch of botkillers, which he was promised to get an unusual to him.
So in my opinion the guy selling his honcho should get banned for not holding his promise of the trade. ("scamming").

Your opinions? Should I report this?

A great many people say they are "collecting" and simply vanish into the mist.

Question here is there evidence that the seller gave an iron-clad guarantee that offer was accepted and he would await buyer gathering items. If not, there really isn't an agreement which was broken.

Even if 20 people are collecting, you can change your mind and decide not to sell. It's not considered a scam if no one gets robbed of their items.

I'm not sure... Just looking at what is available, no scam was done as there was never a guarantee that a trade would happen. Nothing was ever set.

So it isn't a scam, per se, but it is a bit of a dick move. This is why I don't jump on "collectors", they tend to change their mind pretty quick.

This isn't a shark in the slightest.

    He took another offer.Simple.

The trade was setup on a first come first serve basis. If people started collecting and he sold to another person who brought all of bot killers to him first, it would be the same as him taking another offer as he did. No scam happened. Just a risk someone took to make a profit that didn't succeed.

He could've gotten a better offer and wanted to see if you were going to counter with something better. Nothing was traded and maybe he wanted more for a bigger profit. Nothing wrong with that.

    - The "iron clad agreement" is a broker agreement X for Y at both convenience.
    - scam is breaking the agreement.
    - Glimmer drop: scammer A says selling bills hat for a worthless madame dixie level 13, lo and behold, scammer B has exactly that hat, for a way to high price.... .. when bought that hat for 3+ keys, scammer A is gone with the wind.
