    i recently had an issue with my brother doing something stupid and want to know if his rep can be changed for scamming through a raffle

    It's happened before. If he didn't do what he said he was going to do with the raffle and someone reports him for it, he could be marked.

    A scam is a scam. it doesn't matter what kind it is. He will be tagged if evidence is sufficient.

    With sufficient evidence to support it, yes. SR will mark people that are involved with a raffle scam.
