Fake repping is not scamming?

I was reading a few appeals, and many people say that they asked for fake rep. Yet, none of them did anything wrong with it. Many people ask of give fake rep to seem more reputable, and maybe do Paypal trading.
I agree that it's bad to do so, and it should be a reason to mark someone. But maybe not a scammer tag, since they didn't scam anyone (If they did, of course, scam and fake rep mark). This might be stupid... But having a SCAMMER tag for leaving or getting fake rep is not the mark that shows what they did.

But you shouldn't have to get fake rep. Either you're doing it to scam or because you want to circumvent the trust process. It's like lying on a resume. If you need to lie, then there's obviously off. Work your way up and earn rep like everyone else.
