There should be reports such as game begging and stuff like that, its just like social engineering.

if you want to give away some, that is entirely your problem. If he promises items or money in return, then its scamming. which ends up in me saying: trade games vs tf2 items, do not do cash trade games.
reason is simple: you can then prove that you traded for the game with items, if there was a problem with the purchase of the game (CC withdraw etc) then you can show steam support: I traded for items, give me my items back (or give game back). If you dont, then your account may be held in the sweep for accounts that are "related" to the purchase problem, and may give problems with the keeping of your account.
