Improper Format Guy tricked me and others into starting a server with him

A nice guy offered to make a server with me, i gave him 10 keys to help it get going and he told me i would get part of the donations. He then told me to make an unusual trade server you needed 2 unusuals and he only had 1. So he gave me my keys back and told me to try to buy a cheap unusual to give to him. He then told me he found a guy that was selling him an unusual and wanted a white bills hat and a last breath which i had (very suspicious). I reluctantly gave him those and then he told me the guy wanted more items and continued to list items i had, at this point i felt it was a scam so i politley asked for my bills hat back which enraged him and told me that he would rather take the 7 day suspension then give me back my hat. He unfriended me but luckily i have his steam i.d. Help, i don't know where to start or how to get my bills back http://steamcommunity.com/profiles/76561198075563601/

i have also added some of his friends to warn them and they said he tried to scam them also.
