how do i report this man who have many copy csgo skins?

    1) I don't think it's possible to "dupe" CS:GO items.
    2) It is suspicious that they have 3 games yet 110 level account.

    Duped CS:GO Skins are the result of Steam Support creating copies of original items that were traded when an account was hijacked. Steam does this one time customer service gesture once per account. That's how two copies of 99.9% Case-Hardened Karambits of the same pattern exist, etc.

    The only real way is to report them to steam support via a ticket. For that seller isn't the one duping them, he's just the outlet/fence. Normally the outlets/fences aren't behind the duping itself. They just have some contact that supplies them with them.

    How does this guy not get picked up by steam? Like surely they'd notice something fishy, having trades to alts same mac/I.Ps etc?

    I know enough tricks to get around that... oh, and valve not recording the mac is also part of that... Valve knows most about the honest ppl, the fake ones.... lets just say I know enough to hide everything from each account. They made it a bit harder with the requirement that money must have been spend on the account itself. But not by much.

    Then again there are mac spoofers are available but they don't necessarily work all the time.

    But regardless of how much information is hidden surely the information will lead back to their main account like trades etc. This account trades to that account that account trades to another account that other account eventually trades to his main. That trail would be still there.

    Maybe Valve should track the trades contraband & convert/rare items more closely?

    those ppl don't use a "main", they buy old accounts from some forum, and use those till they get banned again, and move on. Forget the "main" account idea, only real traders have a "main"
