    I've got everything working with the API, I just want to know if this is a reliable way of finding the SteamRep profile of any user.

    where $value1 is equal to the Steam 64 ID of the user.

    Yep--- as long as $value1 resolves to a valid Steam ID 64. If so, you should be good.
