Level 170, tonnes of cash reputation, thousands of trades made.
is this normal? his paypal is like this
Assuming his email is [email protected] that means his Paypal is not verified. Verified Paypal accounts are safer to trade with (as they have more security restrictions imposed on them)
However his profile says that he is verified on Paypal.
Proceed with caution and confirm you're not trading with an impersonator.

Always give profiles using /profile/ links, never give them with /id/ links.
Who do you think you are? Read http://forums.steamrep.com/threads/what-constitutes-reputation.12391/ Level does not matter for rep, number of trades made does not matter for rep. Profile comments don't count, but a thread in the "csgoreports" group can count if you go through and verify a decent number of them.

My apologies if I some how caused offense. I didn't mean to say that Level 170/High Number of Trades are a valid method of determining the reputableness of a trader. I merely meant to say that he has all the hallmarks of a legitimate trader.

Why did you trade with him...? He gave you an unverified paypal address.

There are many many scammers who are level 100+ with thousands of trades and thousands of +reps on their profile taking advantage of people who look for "hallmarks."
It means he's charging back, and you won't get any of that money. The owner of that PayPal account, which might not be the same person you traded with, reported it for fraud so PayPal is taking back the money.
Make a report here, and next time don't rush into a PayPal trade like that. http://forums.steamrep.com/forms/scam-report.2/respond

Just for the record also. No one on this site, including staff, should ever declare a person safe to trade with.
Every time you do a cash transaction, you are doing a risk trade. Even if you are using a middleman ,such as myself, you should be on edge and double and triple checking all of the information. As there are literally thousands of impersonators out there. Never trust links sent to you always go to their profile and copy the url yourself. And if after all that you have to ask is this person ok to trade with, just walk away.
If you are not sure yourself, always choose the safe path and just don't do the trade.
