    Really? that's bullshit. If unverified, Paypal puts up a number of restrictions:
    - if doing more then X amount of moving money, the account will get "locked" till you Verify it.
    - if ANY issue comes up with any of the payments.... --> Lock
    - etc.

    You really should not trade with one that isn't verified, for it does mean that person hasn't identified themselves to Paypal..

    And using Paypal at all.... it's crappy at best, and basically why SteamRep exists.. If you don't want to be scammed or chargebacked, you don't use Paypal. Use BTC and a well reputed (real) MM.
